Division of Developmental Disabilities Services Requested Documents (including HCBS Waivers Annual Reports)

Arkansas currently has four major Medicaid Home and Community Based Services (HCBS) Waivers. These waivers are operated by the Arkansas Department of Human Services (DHS), Division of Developmental Disabilities and the Division of Aging and Adult Services. Each year DHS Division of Medical Services (DMS) reviews a scientific random sample of waiver records, called “assurances,” to determine whether the waivers are operating in accordance with Federal requirements. DMS looks at level of care, plan of care, provider qualifications, health and welfare, and financial accountability. Upon review of the annual reports it can be determined how many records were reviewed per waiver and what specific information was consulted to arrive at the percentage of compliance for each assurance.

Request for Information on Managed Care for Medicaid Special Needs Populations: DHS thanks all those who participated in the RFI process

The Arkansas Department of Human Services has issued a Request for Information (RFI) on Managed Care for Special Needs Populations, with a deadline for responses from potential vendors of June 15, 2015. This RFI is intended to explore opportunities for implementing managed care for Medicaid-eligible clients receiving behavioral health services, developmental disabilities services, and care for the aged, frail, and physically disabled. The materials and information submitted by managed care organizations in response to this RFI will be reviewed to inform the path forward for improving care for many of Arkansas’ highest need Medicaid clients.

DHS considers the following goals to be central to its efforts to continually improve care for each of the populations included in this RFI:

  • Improving the experience of care, including quality, access and reliability, for all Arkansans that use these services
  • Enhancing the performance of the broader health system, leading to improved overall population health
  • Slowing or reversing spending growth for these populations and services while maintaining quality and access to care
  • Furthering the objectives of Arkansas payment reform and the State’s ongoing commitment to innovation

The Request for Information period is now closed, and DHS would like to thank those organizations who submitted responses to the RFI, as well as all stakeholders and members of the public who submitted questions, comments and suggestions. DHS is undertaking a process of review and consideration of all responses received, and will post additional information on the next steps at the appropriate time. Responses to the RFI are included in the attachments below.
